AEO and MooWR can fundamentally change a company's working capital position. AEO grants privileged customs treatment with faster clearance and reduced examination. MooWR (Manufacture and Other Operations in Warehouse Regulations, 2019) permits a licensed warehouse to import goods without payment of customs duty. Duty becomes payable only when goods (or finished products containing them) are cleared into the domestic tariff area — and is fully waived if goods are exported.
AEO T1/T2 certificate is valid 3 years; AEO T3 is valid 5 years; renewable on application. MooWR licence has no expiry but is subject to ongoing compliance and periodic inspections.
